Is the Swanigan Saga Really Over?

Waiting for Caleb Swanigan to put a pen to paper is certainly over, but is it a guarantee he will be wearing a Purdue jersey come November? I don't know if this has been overlooked by most, or if occurs more commonly than I realize, leaving others to not be concerned or interested in the circumstances, but Caleb Swanigan did not sign a National Letter of Intent to play basketball at Purdue University. However, he did sign a "Big Ten Tender of Financial Aid."

"Swanigan is not signing a National Letter of Intent, a common agreement between schools and athletes which is not legally necessary. He is signing a Big Ten Tender of Financial Aid, in which athletes accept their grant from the university and agree to certain terms and conditions. The tender is binding per the bylaws of the Big Ten Conference."

"Athletes...agree to certain terms and conditions." WTF does that mean? From what I understand, by signing a Tender versus an LOI, Caleb Swanigan can decide to go to another non-B1G university without penalty this coming year, and without even stepping foot on Purdue's campus. Is he still waiting to hear about Davon Dillard? Is the hype of UK basketball and their legendary asshole Coach Cal intriguing to the young Swanigan?

More or less, I'm just looking for folks opinions on Caleb Swanigan signing a Tender versus an LOI. Why would he do this? What "terms and conditions" do we think he agreed to? What does it mean about his commitment to Purdue? How many other "Big Name" recruits are signing Tenders versus LOIs?
