Fan Recruiting?

This Exponent article says fans aren't allowed to make signs, chants, banners or anything to publicize a recruit. Even chanting "we want Chaisson" last year was a violation. Does midnight madness not apply to this rule or do some schools just not follow it and publicize recruits anyway? I am pretty much confused.
